The new Charlotte Square on the Loop also has eight apartments set aside for previously incarcerated individuals who are now in recovery, and moving on from their transitional housing. Charlotte Square on the Loop is the first residential development in Rochester’s Inner Loop East Transformation project, the city’s effort to convert the 1950’s era below-grade Inner Loop highway into a vibrant, walkable, safe, and at-grade residential and commercial community. The development will create 50 affordable apartments, including eight that will offer services and supports for homeless ex-offenders. This LIHTC property is among the most common types of affordable rental housing in the United States. The LIHTC program only provides subsidies to the building’s owner at construction.
The project was funded by Low-Income Housing Credits and a loan from the Middle Income Housing Fund through NYS Homes and Community Renewal (HCR), Community Preservation Corp. through a partnership with NYS Common Retirement Fund, and the City of Rochester. The building represents another project of the Governor’s Finger Lakes Forward initiative. SCPO’s supportive services for tenants will include case management, job training and placement, and transportation support. The services are funded by the NYS Office of Temporary and Disability Assistance (OTDA) through the Empire State Supportive Housing Initiative (ESSHI). In 2016 and again in 2017, the Grims worked with the Washington Court House YMCA to sponsor a 10-week square dance lesson class for mainstream dancing.
